I used water color pencils on the background,then sprayed it with ink and used my finger to try to make the splatters raying out from behind the picture. Well that is what I tried to do anyway.

I used a stencil to create the background with some Forest Stamp Ink
Each of the photo mats where stencilled as well using inks
I have also used ovals no rectangles

I used ink and paint splatters around the heart cut file. Not about water at all, but here you go!
