Do you choose papers or photos first?

For me it's usually photos first but once in awhile I choose paper but usually when doing a specific challenge

Here lately it's papers first, and then look for pictures, as I have several Scraptastic kits collected that have yet to be touched.....and since they're kits, they're easier to work with......

I almost always pick photos first - very rarely do I pick papers and then look for photos.
